Rachel Kotok Goldberg is the Director of Behavioral Health Client Partnerships & Product Innovation for Horizon Blue Cross Blue Shield of New Jersey. Rachel received a Bachelor of Science in Nursing (B.S.N.) from the University of Pennsylvania, where she was a Hillman Scholar. Rachel is a registered nurse and started her clinical career as a labor & delivery nurse at the Mount Sinai Hospital in New York City.Rachel joined Horizon BCBSNJ in July 2017 to support the strategic direction and development of Horizon BCBSNJ’s behavioral health capabilities, programs and services. She has led efforts to develop the continuum of service – an innovative and strategic approach to ensure members have access to the appropriate behavioral health services and treatment at all stages of acuity ranging from brain health and wellness to serious mental illness. At Horizon BCBSNJ, Rachel serves as the vice chairperson of the Clinical Advisory Council – a forum responsible for provider-payer collaboration focused on clinical and social care management topics in order to push for best practices in support of the quadruple aim.Prior to joining Horizon BCBSNJ, Rachel served as the Associate Vice President of Quality & Compliance at ComplexCare Solutions (CCS), an supplier of in-home risk adjustment assessments and care management interventions for health plan clients across the country.As a registered nurse with experience in both direct patient care, as well as health care management, Rachel understands the value of holistic care and the importance of treating behavioral health conditions like any other chronic disease. She is proud to work at Horizon BCBSNJ, an organization that is committed to reducing stigma and caring for their members in an integrated approach.

Solome Tibebu is a behavioral health technology strategist passionate about health equity and access. Solome leads The Upswing Fund for Adolescent Mental Health, a collaborative fund seeded by Melinda Gates' Pivotal Ventures and other private family offices. Solome is also the host of the Going Digital: Behavioral Health Tech summit. Prior to consulting various stakeholders on all things behavioral health technology, Solome worked in corporate development, venture capital, behavioral health EHR software, ran a mental health tech startup, founded AnxietyInTeens.org, and has been developing healthcare startup communities since 2012. Solome is an advisor or board director to several behavioral health companies and national nonprofits.
