Kenneth J. Fasola is the chief executive officer of Magellan Health, a leader in managing the fastest growing, most complex areas of health, including special populations, complete pharmacy benefits and other specialty areas of healthcare. Mr. Fasola joined the Company as CEO in November 2019. He is responsible for Magellan’s strategic direction and overall growth, as well as the development and operational execution of the Company’s business strategy.Mr. Fasola has a successful leadership career spanning three decades in the healthcare industry. Most recently, he served as president and chief executive officer of HealthMarkets, Inc., one of the largest health insurance agencies in the U.S., which was acquired earlier this year by UnitedHealth Group. While at HealthMarkets, Mr. Fasola served on the Board of Directors for the Company and was a member of the Executive, Investment, Compliance and Governance Committees of the Board.Prior to joining HealthMarkets, Mr. Fasola was responsible for overseeing Humana Inc.’s individual major medical, specialty and supplemental insurance operations. He spent 12 years at Humana earlier in his career, holding several executive and senior level management positions, including Chief Operating Officer, Market Operations; Senior Vice President, Office of the Chairman; and Senior Vice President of Sales, Marketing and Business Development. Between his positions with Humana, Mr. Fasola was with UnitedHealth Group, serving as Chief Executive Officer of Secure Horizons, the nation’s largest Medicare Advantage insurer; CEO of UnitedHealth Group’s Central Region; and President of United Healthcare Lines of Business.Mr. Fasola began his insurance career in sales with Blue Cross of Central Ohio before moving to Community Mutual Blue Cross and Blue Shield in Ohio (now WellPoint) where he served in various sales management positions. Mr. Fasola holds a B.S. in Health Planning and Administration from the Pennsylvania State University. He is an Alumni Fellow and serves on the advisory board of Penn State’s Schreyer Honors College.
Caroline Carney, MD, MSc, FAPM, CPHQ
Chief Medical Officer, Magellan Health & Magellan Rx Management
Dr. Carney is a board-certified internist and a board-certified psychiatrist and executive with strategic clinical leadership experience, serving as chief medical officer for Magellan Health and Magellan Rx Management. In this key leadership role, Dr. Carney advances Magellan Health’s clinical mission and further position the company’s significant leadership capabilities in clinical engagement. She also serves as the chief medical officer of Magellan Rx Management, leading the development and implementation of innovative, integrated clinical programs for customers and members of Magellan’s pharmacy business segment. She previously served as the senior vice president and chief medical officer for Behavioral Health and Specialty Medicine of Magellan Healthcare. Dr. Carney also served as chief medical officer for Magellan Complete Care of Arizona.Prior to Magellan, Dr. Carney’s distinguished clinical and professional experiences include serving in a variety of chief medical officer roles working with Medicare, Medicaid, commercial (private) and Marketplace populations and programs. Dr. Carney also served as the medical director for the state of Indiana Office of Medicaid Policy and Planning and helped launch the state’s early Medicaid expansion products and its mental health transformation initiatives.Dr. Carney currently serves on the Opioid Technical Expert Panel (TEP) assembled by the NQF pursuant to the Substance Use Disorder Prevention that Promotes Opioid Record and Treatment for Patients and Communities Act (Pub. L. 115‐271), and the Mental Health and Substance Use Measure Development TEP under the American Psychiatric Association’s cooperative agreement with the Centers for Medicare & Medicaid Services. She also has served on a variety of national and state committees, including the NQF’s Measure Incubator for Appropriate Pain Management Strategy Expert Panel; NQF’s National Quality Partners™ Opioid Stewardship Action Team; NQF’s Behavioral Health Measures Committee; and, Governor’s Mental Health Commission. She also has had an extraordinary clinical research and teaching career with various academic appointments.

Solome Tibebu is a behavioral health technology strategist passionate about health equity and access. Solome leads The Upswing Fund for Adolescent Mental Health, a collaborative fund seeded by Melinda Gates' Pivotal Ventures and other private family offices. Solome is also the host of the Going Digital: Behavioral Health Tech summit. Prior to consulting various stakeholders on all things behavioral health technology, Solome worked in corporate development, venture capital, behavioral health EHR software, ran a mental health tech startup, founded AnxietyInTeens.org, and has been developing healthcare startup communities since 2012. Solome is an advisor or board director to several behavioral health companies and national nonprofits.
