Dr. Caroline Carney

President, Behavioral Health & Chief Medical Officer, Magellan Health

Dr. Caroline Carney is a board-certified internist and a board-certified psychiatrist. She joined Magellan Health in 2016 and serves as Magellan Health's President of Behavioral Health and Chief Medical Officer. Her previous experience includes the role of SVP Chief Medical Officer of Magellan Behavioral Health and Magellan Specialty Health.  She served as the chief medical officer for regional health plans where she gained experience in Medicaid, Medicare, Exchange, and commercial populations.  She has served as the medical director for the Indiana Office of Medicaid Policy and Planning, helping to launch the Medicaid expansion product as well as the behavioral health transformation for the state's community mental health services. While in Indiana, she served on the Governor's Mental Health Commission. She is a frequent speaker about behavioral health services, integrated and collaborative care, and the importance of self-care during the pandemic.

Dr. Carney is a published author and co-author for over 100 peer and non-peer reviewed publications focusing on issues surrounding comorbid medical and behavioral health conditions. She was a tenured associate professor of Internal Medicine and Psychiatry at Indiana University.  She started her medical and academic career at the University of Iowa where she earned her medical degree, as well as a master's degree, and directed the Med-Psych residency program. She continues to engage in regular clinical work through supporting the behavioral health team at a federally qualified health center.

Dr. Alisa Bahl

Chief Strategy Officer, Behavioral Specialty Health | President and Chief Executive Officer, Magellan Healthcare | Magellan Cares Foundation

Dr. Alisa Bahl is Chief Strategy Officer for Behavioral Specialty Health.  In this role, Dr. Bahl is responsible for advancing healthcare strategy.  Dr. Bahl is also the President and Chief Executive Officer of the Magellan Cares Foundation.  She serves as a member of the Clinical Committee, which establishes governing principles and reviews key initiatives across Magellan's business units.  As part of the Magellan Studio Advisory Board, Dr. Bahl helps consider innovation from a clinical perspective, with a focus on how the integration of physical, behavioral and pharmacy services impact the lives of consumers Magellan serves and the communities in which they live.

Dr. Bahl is an experienced healthcare executive with over three decades leading operations, market strategy, business development, network development and the direct delivery of care.  Dr. Bahl was an early participant in the managed behavioral healthcare industry, at American Biodyne.  She led a private practice which employed psychologists and social workers in her hometown, Miami, Florida.  She serves on the Scientific Advisory Board of Shatterproof, a non-profit which reduces stigma and raises awareness of addiction.

Prior to joining Magellan Health, Dr. Bahl spent 29 years at Optum, in increasing areas of responsibility and was part of the Optum Behavioral Health Senior Leadership Team.  During her tenure at Optum she led the Consultant Advisory Board, co-led the Customer Advisory Council, served as an executive sponsor to large employers and state governments, and led sales teams.  She was honored with a lifetime achievement for sales contribution at Optum, and as the Corporate Leader by Moffly Media at their 2018 Annual Women in Business Conference.

Dr. Bahl holds a Bachelor of Science in Psychology from the University of Florida and a Doctor of Philosophy in Clinical Psychology from the University of Miami.
