Shilo Smith is a behavioral health leader and Licensed Clinical Social Worker with more than 20 years of experience in mental health services, healthcare operations, and executive leadership. She currently serves as Director of Behavioral Health at Moda Health, where she provides strategic and operational leadership for behavioral health programs and services.Prior to joining Moda, Shilo spent nearly a decade with ColumbiaCare Services, advancing through leadership roles including Program Director, Deputy Director, and Chief Operations Officer. In these positions, she oversaw administrative and clinical operations, quality improvement initiatives, program development, and strategic planning for a statewide behavioral health organization serving communities across Oregon.Earlier in her career, Shilo held leadership and clinical positions where she helped oversee county-wide behavioral health services, supervised multidisciplinary teams, and supported the development of innovative service delivery models. She began her career as an outpatient clinical social worker, providing mental health services to adults in Syracuse, New York.Shilo holds a Bachelor of Science in Social Work and a Master of Social Work from Syracuse University. She is passionate about improving access to high-quality behavioral healthcare, developing strong teams, and creating systems that support positive outcomes for individuals, families, and communities.
